Job Purpose The industrial relations manager is responsible for managing and fostering strong labour management relations within SMRT. The manager plays a critical role in promoting a harmonious working environment by addressing employee concerns, handling union management disputes as well as ensuring compliance with Collective Agreements and local labour legislations. Responsibilities Responsible for designing and delivering a comprehensive industrial relations strategy with the key focus on strengthening of union management relations and union engagement. Act as the focal point for union related matters, provide timely feedback from union to internal stakeholders, HR business partners and HR centres of Excellence where required. Collaborate with line managers and HR Business Partners to address all phases of employment related issues involving union such as performance management, grievance handling and disciplinary related matters. Partner internal stakeholders and HR Business Partners to engage and seek union inputs pertaining to roll out of new company initiatives and policies. Provide guidance and technical expertise to HR Business Partners relating to Industrial Relations Act, Trade Unions Act and Collective Agreement interpretations. Foster stronger union management relations by organizing tripartite activities such as Public Transport Workers Appreciation Day, Labour Management Training and Labour Management Retreat. Participate and assist in collective bargaining and annual bonus and merit increment negotiations. Assist to conciliate and resolve employment related disputes at Ministry of Manpower (MOM) and/or Tripartite Alliance for Dispute Management (TADM) Lead and/or participate in other cross functional projects as assigned. Qualifications & Work Experience A degree in any discipline. Experience in partnering union to promote strong labour management relations. Sound knowledge of local labour legislation such as the Employment Act and Industrial Relations Act. Well versed in handling employee grievances and collective bargaining. Prior experience working in employee relations or industrial relations role would be advantageous. Skills Generic skills include: Good interpersonal and problem-solving skills. Self-starter with strong leadership qualities. Excellent written and oral communication skills. Ability to hands-on, multi-task and handle stress well.
