[What the role is]

The Grassroots Services Director provides strategic and operational leadership in establishing and maintaining robust governance frameworks to enable Grassroots Organisations (GROs) to operate effectively, efficiently and in compliance with Grassroots SOPs. The role strengthens daily operations, drives process excellence, strengthens governance functions (procurement, finance and accounting, revenue management, tenancy, grants management as well as charities administration) and ensures that operational capabilities, systems, and teams are resilient to support grassroots and PA’s mission.

Strategic Leadership and Policy Development

  • Lead strategic development and maintain governance policies, frameworks and procedures for Grassroots procurement, that balance operational efficiency and compliance with Grassroots SOPs.

  • Drive comprehensive review and update governance frameworks regularly to ensure relevance and alignment with regulatory requirements, statutory obligations and evolving operational needs.

  • Lead cross-divisional collaboration with Corporate Development Divisions on governance matters affecting GROs to ensure consistent policy implementation and compliance oversight.

Functional Oversight and Quality Assurance

  • Provide subject matter expertise and functional oversight on governance matters on procurement, partnering with Corporate Development Divisions in their supervision of Field Governance Office operations.

  • Work with Corporate Development Divisions to ensure Field Governance Office has the necessary guidance, tools and support to supervise timely and accurate processing of transactions by GROs.

  • Monitor compliance with established policies and drive strategic improvement initiatives that enhance efficiency and effectiveness across governance functions.

Capability Building and Stakeholder Management

  • Build governance capability for Grassroots procurement across GROs through training, guidance and advisory support.

  • Foster strong working relationships with internal and external stakeholders including government agencies, regulatory bodies and service providers.

  • Provide expert advice on compliance matters and interpretation of governance requirements.

People Leadership

  • Lead, develop and motivate the Division team to deliver high-quality governance services.

  • Promote a culture of continuous improvement, professional development and operational excellence.

  • Provide coaching and mentorship to build technical expertise and leadership capability within the team.
