Who we are

Open Government Products is an in-house team of engineers, designers, and product managers who build technology for the public good. We proactively identify areas where technology can help, test our prototypes with actual users, and bring our best ones to launch. This includes everything from building better frontend applications for citizens, to automating the internal operations of public agencies. We use and release open source software, keep a flat hierarchy, and bypass bureaucracy to focus on delivery. We work on real problems, build for the user, and push for change.

Projects we have worked on include:

  • Data.gov.sg - An open repository of all the Singapore Government's public data. It helps people understand the data using visualizations and articles, and provides real-time APIs for developers to use.

  • FormSG - A form builder tool for agencies to self-service and create online forms that capture classified data, with the goal of replacing paper forms.

  • Isomer - Isomer provides government agencies with an easy-to-deploy static website building and hosting service to create usable, secure and faster informational websites quickly.

  • Care360 - A rebuild of the National Electronic Medical Social Worker IT system that helped MOH and the Hospital clusters provide meaningful, timely, and accurate financial support to lower income patients. 

What does the Divisional Lead for HealthTech Policy do?

You will be the Policy Lead for OGP’s Health Tech Division, driving policy outcomes and workstreams across the health space. You will initially be an individual contributor, but in time have the opportunity to build and lead a high-performing policy team.  Unlike traditional policy leadership roles, your focus is on scaling an integrated policy-operations-technology approach to digital health - strengthening product effectiveness across multiple verticals while enabling meaningful, system-level transformation across healthcare agencies and institutions.

Working with cross-functional teams spanning product, engineering, design and operations, you will leverage policy as a tool to advance OGP’s mission in Singapore’s health sector. You will drive system-wide healthcare transformation by navigating complex medical regulations and clinical governance frameworks, securing buy-in from senior healthcare stakeholders, continuously evolving policies to enable innovation and doing whatever it takes in service of the public good.

You will be expected to:

  • Drive health transformation initiatives by identifying and prioritising system-level opportunities for policy intervention, coordinating across multiple product teams, and ensuring alignment with national health priorities and OGP's mission.

  • Enable product delivery at scale by working with product and operational teams to secure access to key healthcare agencies and institutions, resolve complex policy and regulatory constraints, and ensure product roadmaps collectively address national healthcare priorities.

  • Develop and shape comprehensive health policy frameworks by identifying where new, amended, or cross-cutting policies can enable technology innovation whilst prioritising patients.

  • Build and maintain senior stakeholder relationships by establishing trusted partnerships with senior leaders across MOH, HSA, AIC, and healthcare clusters, to advance OGP's mission in the public healthcare space.

  • Assess and respond to the emerging health technology landscape through systematic scanning of global digital health trends, clinical evidence, and regulatory developments, providing strategic insights to guide organisational priorities and government responses.

  • Lead and develop a high-performing HealthTech policy team over time by recruiting, mentoring, and managing policy officers, setting clear performance expectations, providing growth opportunities, and fostering a culture of innovation and public service excellence.

Who we are looking for

We look for people who:

  • Bring extensive policy experience – At least 5-7 years' experience in government or related sectors, including at least 2-3 years managing teams or leading major initiatives. 

    • Candidates with experience related to public healthcare, particularly within Singapore government agencies, will be prioritised (e.g. health policy, healthcare financing and regulation, clinical governance, health technology assessment, healthcare delivery, health data management, community care services).

  • Build and sustain senior healthcare stakeholder relationships – Proven ability to influence and collaborate with senior leaders across the public health ecosystem.

  • Excel at working in cross-functional environments – Proven experience working in multi-disciplinary teams across policy, operations, and/or technology, with a track record of delivering outcomes through others.

  • Demonstrate strong commitment to public health outcomes – A clear drive to improve patient outcomes and strengthen trust in healthcare delivery, with the ability to inspire and align teams around shared health transformation goals.

  • Drive strategic innovation – The ability to challenge entrenched healthcare systems and apply systems thinking and first-principles reasoning to identify opportunities for scalable, whole-of-government digital health interventions that fundamentally improve care and delivery.

  • Communicate vision with exceptional clarity and influence – Articulate complex health transformation strategies, technical solutions and policy options persuasively to diverse audiences - especially senior leadership.

  • Translate between health strategy and execution – Bridge high-level health policy intent and practical implementation. Help product teams understand strategic constraints whilst enabling senior healthcare professionals to identify digital transformation possibilities, risk mitigation strategies and technical limitations.

  • Use data to drive strategic decisions – Apply relevant data, including product insights from user behaviour, to inform policy recommendations, team priorities, and resource allocation.

  • Develop talent and build organisational capability – Demonstrated ability to recruit, mentor, and develop policy professionals, with experience building team culture, managing performance, and creating growth pathways for team members.
