Position Summary

The Construction QA/QC Senior Manager is responsible for establishing, implementing, and managing the Quality Management System (QMS) across all project phases. This role ensures that construction activities comply with project specifications, industry standards, regulatory requirements, and client expectations. The Senior Manager leads the QA/QC effort for compliance with design, oversees inspections, audits, testing, and documentation, and drives continuous improvement in the quality performance of contractors and subcontractors.

Key Responsibilities

1. Quality Strategy & Management

  • Develop and implement the project-specific Quality Management Plan (QMP).

  • Define QA/QC processes, procedures, and key performance indicators (KPIs).

  • Lead the risk-based quality planning process and develop inspection/test strategies.

2. Quality Control

  • Oversee daily inspection activities for civil, structural, mechanical, electrical, and finishing works.

  • Track inspection requests (IRs), NCRs, CARs, and ensure timely closure.

  • Coordinate with third-party labs, testing agencies, and commissioning teams.

  • Validate results of testing, calibration, and sampling activities.

3. Project Coordination

  • Interface with the client, consultant, contractors, and subcontractors on all QA/QC matters.

  • Provide weekly and monthly quality performance reports.

  • Participate in project meetings, design reviews, constructability assessments, and change management evaluations.

4. Continuous Improvement

  • Implement quality improvement initiatives and lessons learned.

  • Identify gaps and inefficiencies in construction processes and propose corrective strategies.

  • Lead training on quality standards, inspection techniques, and best practices.

Qualifications & Experience

Education

  • Bachelor’s Degree in Civil Engineering, Construction Management, or related field.

  • Advanced certification preferred: CQE, CQA, ISO 9001 Lead Auditor, PMP (optional).

Experience

  • 12–20+ years of construction QA/QC experience, including 5+ years in a senior management role.

  • Strong background in large-scale projects such as infrastructure, high-rise buildings, industrial facilities, or oil & gas.

  • Proven record in managing multidisciplinary QA/QC teams and enforcing QMS compliance.

Technical Skills

  • Deep knowledge of construction standards (ASTM, ACI, AISC, BS, ISO, NFPA, IEC, etc.).

  • Expertise in reading drawings, specifications, and project documentation.

  • Proficiency with QA/QC systems, digital inspection tools, and document control platforms.

Soft Skills

  • Strong leadership, communication, and decision-making capabilities.

  • Analytical and problem-solving mindset with attention to detail.

  • Ability to work under pressure and manage multiple stakeholders.

Key Deliverables

  • Approved project QMP and ITPs

  • Quality audit reports and compliance certificates

  • NCR/CAR logs and closure reports

  • Performance dashboards and monthly quality reports

  • Lessons-learned documentation
